Interview with María Zaghi: The digital signature is a key element in the Guatemala Digital Agenda

María Zaghi is an ICT expert with over 20 years experience in consultancy and project implementation related to technology in Latin America, Europe and Asia.
Moreover, she has been responsible for defining the strategy of the Agenda Digital de Guatemala and currently, through Campus Tec Guatemala, she contributes to the technological development of the country. 
Within the prescribers of the cybersecurity campaign promoted by REALSEC, we would like to share with you this interview with María Zaghi of Guatemala.
María Zaghi is an ICT expert with over 20 years experience in consultancy and project implementation related to technology in Latin America, Europe and Asia.
Moreover, she has been responsible for defining the strategy of the Agenda Digital de Guatemala and currently, through Campus Tec Guatemala, she contributes to the technological development of the country.  
Thanks to this interview, we have been able to learn more about the technological development of Guatemala, among them: the degree of implementation and digital signature and e-Government prospects, besides other matters of interest.

  • How would you describe the current situation of the digital society in Guatemala?

I think it is a very strong agenda with many actors, activities and achievements, but it is not coordinated by any entity in particular. This formality is necessary at a government level, but it also develops and empowers organically through our young and large population as well as the telecommunication network, which is so strong in our country.

  • Do you think that a greater boost by the authorities of Guatemala is needed to promote the use of technology?

Yes, although there are already entities which see specific topics such as e-Government (Copret), science, technology and innovation (Concyt), telecommunications (SIT) and competitiveness (Pronacom), it would be highly desirable to have a body of coordination of the digital agenda, Guatemala Digital.

  • Do you think there is awareness on behalf of the organisations in the field of information security?

There is awareness, due to the high level of sophistication of some businesses and because this a global issue that affects them. But I do believe that it is necessary to raise public awareness in general and empower these organizations on specific issues.

  • Is the use of digital signature in Guatemala implemented by the companies?

Yes, based from the law that authorizes it in Guatemala, 47-2008 Agreement, electronic signatures (digital) have been implemented in various applications, but there are many areas where it hasn’t been completed yet.

  • Is the Government of Guatemala considering the development of a sound model of e-Government?

They have a strategy and it is an effort that has had achievements, but I think we could have an even more solid model through the use of topics such as the electronic signature (digital).

  • We know that you are currently immersed in Campus Tec of Guatemala Project. Could you explain more about this project.

It is the first technological park in the region of Central America (www.tec.com.gt).
We have already been working for 5 years and we have more than 100 physical companies and more than 300 partners who see projects on issues related to information and communication technologies. We are on the second stage of the project and we will have a new building that will allow us to host more than 1,500 physical companies and associates.

  • As an expert in technology in the financial sector, what are the implementation prospects of the EMV technology from financial institutions in Guatemala?

From what I gather and based on our financial partners in Guatemala, this technology has started for the migration process although it has been a little left behind. However, it has already started because they are aware of the fact that it will help reduce the risk of fraud.

  • Would you like to add anything else?

We are doing our best to highlight and support through the Guatemala Digital Agenda the issue on the usage of the electronic signature (digital) in vertical sectors such as health, education and SMEs to enable electronic transactions.
